In February an instructor at Baltimore’s Police Academy became careless and accidentally shot a recruit at a training facility. The police commissioner moved swiftly by suspending the entire staff, appointing a new director, and launching a criminal probe resulting in charges being filed against the instructor in question. After the War for Independence was won, America was governed under the Articles of Confederation for the first eight years of its existence.
